Polynucleotides are fragmented, purified DNA chains, in most cases extracted from fish, injected into the skin. They hold water, they are broken down by ordinary enzymes within weeks, and there is no agent that can dissolve them if you dislike the result.
The claim that carries the category is that the treatment changes what cells in the dermis do, so that the effect outlasts the material. That claim is plausible and it is not established. The studies capable of settling it are not difficult to design, and they are not what this field has mostly produced.
A person who understands that and decides to go ahead has made a decision this document has no quarrel with. What it exists to prevent is someone deciding on the basis that the question has been settled.
